A young and promising Bhutanese refugee who had spent most of his life in a camp in Nepal was murdered yesterday in a Jacksonville robbery. He had been in the US for only 5 months. It is one more case of refugees being placed in crime-ridden neighborhoods by a government resettlement contractor—a church-related agency at that. From Jacksonville’s Times Union:
Tika Adhikari stared in disbelief Monday morning at a large circle of dried blood in the parking lot only feet from his Jacksonville apartment.
It was the blood of his 21-year-old son, Hari, who only a few hours earlier took a robber’s bullet point blank. It was the blood of the family’s rock, an immigrant determined to help his Bhutanese parents overcome a language barrier and support them through hard work.
Adhikari, 65, was resettled in Jacksonville with his wife and son five months ago from a Nepalese refugee camp. They once hoped for a safe and happy life. His simple request now: To see his son’s face one last time.
Adhikari is at least the 19th immigrant slain in the Jacksonville area in the past five years, most in robberies. His killer remains free.
Honestly, what is up with this? We know that the State Department’s Office of Population, Refugees and Migration was warned in 2005 about crime against refugees in Jacksonville yet apparently continued to approve resettlements there. I swear it is all about getting cheap housing! These contractors don’t want to dig too deeply into their own funds to supplement the taxpayer funding they receive, so the refugees suffer.
Karen Croke works in the office of World Relief, the refugee resettlement group that brought the Adhikaris to Jacksonville from South Asia. Croke said she is disheartened to see immigrants freed from oppression meet with such violence.
Adhikari was robbed of his wallet and a cell phone during the attack shortly before midnight Sunday. The slaying occurred at the Stonemont Village Apartments off Belair Road, just east of Philips Highway in a crime-ridden area of South Metro.
Heartbroken community members say more refugees will be reluctant to come to the US. We have written many times about how reluctant the Bhutanese have been to resettle here anyway because they were holding out hope of going back to Bhutan someday. We have committed to take 60,000 over 5 years! You can bet this story will be flying through the camps with some ‘I told you so’s.’
Adhikari began working at a nearby Wal-Mart about two weeks ago and was attending Florida Community College at Jacksonville to better his English. He dreamed of continuing his education, though unsure of what he ultimately wanted to do, his family and friends said.
Dozens of subdued people from the Bhutanese community gathered outside in the complex and the family’s apartment to offer their condolences Monday. Some expressed outrage at the slaying of another immigrant in Jacksonville.
“It’s unimaginable how this could happen,” said Dilli Mishra, a friend of the victim.
Yagya Dahal, 23, was neighbors with Adhikari at their refugee camp and reunited with his friend when they moved to Jacksonville. Dahal said he suspects some refugees may be reluctant to resettle in the United States after learning about such attacks.
As I have said previously, we need a national debate about refugee resettlement—who should come and how many—but once they are here these agencies contracted by us, the taxpayer, are expected to take care of the refugees in their charge.

I see the article points out that this refugee is at least the 19th immigrant slain in the Jacksonville area in the past five years, most in robberies. This seems to have been going on for a number of years. What steps has the US State Department taken to address this situation?
I looked up one of the State Department monitors (a former refugee resettlement worker who came in through the revolving door) and she lives in a million dollar home in a tony Washington DC neighborhood. Must be nice to be so detached from the realities of these bad Jacksonville neighborhoods.

Dear Rabin, I am assuming Hari was a relative, I’m sorry to hear about your family’s loss. Could you write back and tell us more about Hari and what is happening in Jacksonville.
Are you in Jacksonville too? If so,will you and the other refugees be moved from the bad neighborhood?

This horrifing news of the death of one of the promising Bhutanese refugee youth has created an environment of truauma among the many Bhutanese Refugees already resettled and will be resettled in USA.
One thing I am unclear is why are Bhutanese refugee resettled in such a neighbourhood knowing it is dangerous since it’s the no.1 in relation to the crime in florida and Hari is the 19th refugee to be killed in Jacksonville in the last five years.Are the resettlement agencies only after the Gov. money and donot bothher about the safety of the people being resettled by them.
I am also one of the Bhutanese refugee resettled in Texas who is living a life full of frustration and trauma of being insecure. I came here with great expectation but all my hope sattered after I face the reality of the place.

Each time volunteers, refugees, and community members complain about a particular resettlement site as being inappropriate due to the number of refugees being targeted for violent crime the State Department will typically side with the State Refugee Coordinator and the local refugee resettlement agencies and claim there is not a problem. When they do admit there is a problem then they typically claim that these urban areas are appropriate resettlement sites due to the mass transit, affordable housing, and social services available for immigrants. The bottom line is that refugee resettlement agencies are more concerned with maintaining their local programs than they are with the lives of the refugees. It’s not so much big money as it is just maintaining their jobs.

Most of the resettlement ageccies are non profit organization and say they are devoted to help the refugees.Not all the resettlement agencies are found to be doing what they are supposed to do.Refugees are compelled to sign the lease in many areas with out letting them see the house they have to live for a year (in most cases)When they move in they find the carpet dirty and many things damaged/broken. After the term is over and after prior notice as per the lease they are charged for cleaning every thing including the window blinders,painting,which is upto $ 500. It seems the landlords know that the refugees will live in any kind of units and are taking advantage of their innocence. I think the agencies should be more careful in finding a new home for the refugees which in safe, secure and affordable.

I was totally sad and sorrow with this news.We came here with lot of hope and spend happy life but it is dangerous life in USA.We spend happy life in camp but here, we have to spend our life with sad and sorrow life.We came here to save life but time to give life without reason.

It was a horrendous news. I wish Hari’s body rests in peace and the bereaved family comes to the normal terms after such a shock. One of the notable thing about the resettling agency, that resettled Hari, is that after having known that the refugees are targets, as known from the fact that 18 refugees were killed before Hari,why did the agency resettle the refugees in those bad neighborhoods? These refugee resettling agencies never try to think out of the box which may benefit the refugees at a larger scale. It is imperative that the donors, government and other agencies stop funding these VOLAGS so that such killings will stop. The employees of these VOLAGS will not try any thing different because they make a living out of their job. There should be some mechanism to stop resettling refugees where the ambience is not encouraging. It is so frustrating to say that there is no safety for these people any where in this world.

I have been to this country for fourteen months. I find most of the things fine and ok to say good. It is really very hard to live and it is even harder to die. When one dies they keep that dead body for a week saying this and that official work. I observe in this country that everything is taken as business even when somebody dies.

Firstly, I would like to pray to the almightly god to rest the departed soul in heaven.This news pinches everybody’s heart becouse Bhutanese refugee is not grtting peaceful and sure life in every coner of the world.I would like to requset concern Human Right Orgination to drive their concentration towards the problen of bhautanse refugee.Also i would like to request the U.S government to take the serious action on murderer.I hope that will give slight comfert to the shocked family. we are so, unhappy to hear the incident of Hari Adhakari from florida Jackconville.
And I would like request all Bhutanese Refugee to be aware of this type og misirable Condition.And lastely we all hope this type of bad news haven’t touch ear of any bhutanese refugee.

We should not hold it in our hands for we may never find the strength to let it go when it decides to leave. But if it doesn’t, then we should never let our lives be taken by it for life should not end where heartaches begin.
Love will always be as it always has been. Silent, mysterious, and deeply profound. But love is only a gift given to us….
We should only embrace its warmth and glow while it lasts and then freely open our hearts when it’s time to say goodbye. We mistakenly have looked at love as need to be fulfilled.
