Manchester, NH mayor: moratorium on refugee resettlement NOW!
Posted by acorcoran on June 27, 2011
I’m posting the entire editorial today from the Manchester Union Leader because there is not one word in it that can be left out! Hat tip: Jean (emphasis mine)
A moratorium on bringing refugee immigrants to Manchester is long overdue. And it needs to go hand-in-hand with a common-sense look at just what should be the city’s and state’s roles in accommodating the untold thousands of refugees who seek to come here, but who require taxpayer-funded assistance after they arrive.
Mayor Ted Gatsas is right on target in pointing the spotlight at the problems facing Manchester with its rapid immigrant influx. But this is not the first time city leaders have spoken of the problem. Let’s hope it is the last time they need to.
And this is not the first time that one of the organizations chiefly to blame — and we use that word precisely — for this growing problem has been identified as the “International Institute of New Hampshire.”
That’s a pretty high falutin’ name for an outfit that is in fact an arm of a New England group run out of Boston and not too keen on answering questions. Those questions include why the group has helped turn Manchester into the second-biggest refugee resettlement city in New England, as measured by refugees per 100,000 people. (Springfield, Mass., beats Manchester by a hair. Its count is 272 refugees per 100,000 people; Manchester is at 271 per 100,000.)
Why, too, does this “institute” do such a poor job of taking care of the financial and health needs of the refugees it aims to resettle? Instead, it leaves those burdens to Manchester’s public agencies, which are already strapped with heavy budget problems that are only going to get bigger.
About 300 refugees are due in Manchester in the current federal fiscal year. Another 300 are projected to arrive from Oct. 1 through the following year. This, in a word, is insane.
The burden is felt in schools, at public health, with police and other public agencies.
“I don’t think we should bring in people that are going to suffer because there are not enough resources for them,” said the Rev. Joseph R. Gurdak.
As pastor of St. Anne-St. Augustin Parish in Manchester and someone who works with the refugees, he doesn’t strike us as someone who is “anti-immigrant.”
Mayor Gatsas has sounded the alarm. But he is going to need the help of our congressional delegation, among others, if a moratorium and a much stricter quota thereafter are to be enacted.
The Mayor should get in touch with the folks in Tennessee!
We have written on many previous occasions about the problems in Manchester (here is an archive of posts in which we mention Manchester).
The mayor might like to know that the US Committee for Refugees and Immigrants, the mothership (the federal contractor for which the International Institute of NH works), has New Hampshire cities among its Preferred communities, here. Since USCRI makes it very difficult to track the funding of its subcontractors, here for your review instead is the 2009 Form 990 for USCRI. (International Institute of NH got $495,660 from USCRI that year but does not appear to have a Form 990 of its own.)
So where is the public-private partnership?
USCRI (Total revenue page 9) is a $23,313,479 a year operation with $22,875,403 of that coming from you—the taxpayer. 98+% of their funds come from the government leaving less than 2% of their funds that comes from private sources of revenue. What happened to that Public-Private partnership? I had to laugh when I visited their site, here, and see the pie chart showing that they use “your gifts wisely” with 93% of their expenses going to programs—wow—great of them to pass along almost all of your tax dollars (your gifts!) to “programs” (salaries, rent, travel, conferences, meetings etc. etc).
I’m too tired tonight to tell you more about USCRI. Maybe tomorrow I’ll tell you about where they got the boot for NOT taking care of refugees properly. And, maybe too about their revolving door with government. Do you think there is any chance an USCRI affiliate will now be reprimanded when its former VP heads the whole Office of Refugee Resettlement in the US Dept. of Health and Human Services (the agency that doles out the bucks to the contractors)….Nah!!!

New hampshire has to stop taking in refugees. its not rite for the tax paying people of this great country to pick up the tab while we stuggle to pay our bills and they get a free ride.. Tey get pushed ahead of u.s citizens for housing. They get welfare, food stamps and social security. Its not fair the the people of this state and country who need thse services and cant get them. But these imigrants walk through the door and its just handed to them. Its time to take care of the people who are out of work, or struggling to keep there home and support their families. These people have paid there taxes their whole life, THE u.s CITIZEN is entitled to these benifit before the refugees are. We should not have to fight for what we have paid into all our lives. Given the state of the economy we cant afford to be a welfare check for everyone that comes into this country.

I am at a loss as to why Southern Man wants me censored? Because I have a different opinion than you?
I am very aware that Dems, Reps, & Hollywood Types receive farm subsidies, and I am no less appalled by it. I merely want a living wage for my fellow citizens. How is that considered left wing elitist? Please explain.
I got the figure of 2.6 from the last census.
My father fought in WWII, both parent were in the AF, and my father retired after 30 years of service. I am white, middle income, and love this country. That is why I am fighting for the bigger picture for this country. The end to corruption and ruling by the wealthy.
Please Southern Man, tell me why I am so evil by believing this? I’m serious.

Sorry, guys — I suppose you can keep blogging away into the ether, though.

This so-called Mary person is a shill for the left. Many of us that own conservative sites have noticed in the last six months or so an increasing number of “plain citizens” that want to offer a differing opinion to a conservative site. Never mind that their ilk own the mainstream media and that their benefactors like George Soros, supplies them with plenty of blood money to destroy free speech. Take for example Mary’s assertion that Michele Bachmann received legitimate farm subsidies. Mary conveniently leaves out the many Hollywood leftists that make millions off of their ranches while not telling you that the Bachmanns raise food on their property, perhaps in a bid to control their food costs in feeding the 20 foster children they have so generously taken in! Also, Mary just offers outright inaccuracies in claiming that the birth rate for immigrants is 2.6 children. What does she think that we are not educated as to what is happening in this country? The Marys of this country are cynical pruveyors of destruction. They wish to destruct the traditional America, typically white, middle class, generous, and faithful to the American ideal. And of course to prove our worth as conservatives, we let her have a forum where none exists for us in her world. I would ask the moderator to please review her posts carefully as they contain what could be considered as intentional misinformation.

The problem, Southern Man, is that I want to be nice and let people post here with differing views (because LOL! I’m a nice person). And, I want to encourage some discussion (maybe they will think about their positions a little too), but you must be pretty new, ’cause I have gotten fed up with some commenters (usually because they get this really mean stuff going) and just don’t post their comments anymore. I’ve also had to bump some from BOTH SIDES when they get into profanity too often or talk about shooting people.
Unfortunately, I don’t have time to respond much so thanks for responding about Bachmann. I also write a Tea Party blog and that has been keeping me really busy lately on immigration stuff happening in my state.

In reference to my above thread, I would like to present THE PROBLEM our country is facing and, no, it’s not the paltry welfare payments that are going to refugees. It’s the ability of the rich to abuse our system:
Michele Bachmann (R-MN) has received in government money $30,000 for a counseling clinic run by her husband and $260,000 in federal subsidies for a family farm in Wisconsin, where she is listed as a partner. She receives our tax money while yelling for limited government, which harms most citizens, particularly your friend with cancer.

If those iraqis refugees are so hardworking and educated as asserted by mary, then those iraqis refugees should go back to their countries and rebuild their own country. Anyway, why should the wealthy of America pay more tax just to provide unnecessary benefits to immigrants or refugees who come from resource rich countries? It should be the responsibilities of their rich countries of origin to provide for them.

Oh please. Quit quoting stupid statistics. The majority of Somalis are criminal in one way or another. It is their culture.

Nellie,
99.9% of these people are hardworking, decent people who have had to leave their homes due to war. Very few are involved in fraud and would love to get off welfare if they could find a job. In regards to Iraqi refugees, with whom I work, they are very educated and include engineers, doctor, Ph.Ds., etc.
The birth rate of immigrants/refugees is 2.6. The rate for the U.S. as a whole is 2.01. Not a very large difference.
Concerning your comment on getting more welfare by having more babies – In NJ, a family will receive approx. $50.00 more per month with each additional child.
Our country is in a mess due to low taxes paid by the rich and large corporations. We are in extreme trouble as we tear apart our social safety net due to lack of money. I suggest we all need to call our senators and tell them to tax corporations and get out of the war business.

I can’t understand why or how these refugees are left for a contractor to determine who come here! How are they processed and how do they do a back ground check? How much fraud is involved with the contractors. HOW MUCH FRAUD IS GOING ON WITH FOOD STAMPS AND WELFARE.
Isn’t Gore interested in how many babies these refugees are going to have after they come here and find out they can get more money from Welfare with more babies!
The illegal and refugee problem is a big problems for our whole country. My concern is WHO ARE THESE PEOPLE?? WHY DOES OBAMA WANT THEM HERE? WHY ARE WE IN A WAR IN LIBYA?
CAN STATES AND TOWN OPT OUT ON THE REFUGEES?
CA HAS A BUDGET THAT IS GOING TO HAVE TO BE FIXED. MANY PEOPLE ARE ALREADY OFF UNEMPLOYMENT. MANY PEOPLE ARE HAVING PROBLEMS WITH PAYING RENT WITH THE COST OF GAS.
I KNOW ONE MAN WHO HAS CANCER AND HE HAD TO CANCEL HIS APPOINTMENT WITH DOCTOR BECAUSE OF THE COST OF GAS! GAS OR FOOD! GOD BLESS OUR COUNTRY
