DOJ website lists cases of immigration fraud, check it out!

Reader Cathy alerted me to this page at the US Department of Justice website.  I had never seen it before, but I will be checking it regularly from now on.

Go to the Department of Justice, here.  Then in the search window type ‘immigration fraud‘ and up pops some juicy bits of news you probably never saw in the media.

Corruption and bribery alleged in UN refugee office in Sudan

And, the allegations are coming from a humanitarian publication under the UN umbrella.

Why do you care?

Because the UN High Commissioner for Refugees is the first stop for most refugees coming to your towns. (We took 53 from Sudan in the last 7 months). 

This is just more evidence that the US State Department should be cutting the umbilical cord to the United Nations Refugee Program. If we are going to be taking refugees from third world hell holes we should be doing the choosing and the processing without UN ‘help.’

Messy business as Miliband and refugee agency embroiled in fraud and sexual harassment charges involving DR Congo

Two days ago I wondered why the International Rescue Committee*** statement on Trump’s budget cuts did not feature newshound David Miliband (IRC CEO) making the comments against the President.

Look at this!

Headline from the UK Daily Mail yesterday. I guess he had bigger problems bubbling up than Trump’s budget this week:

Charity fronted by former Labour foreign secretary David Miliband ‘hushed up 37 allegations of fraud, sex abuse and bribery’

 

Government ministers froze funding to a charity led by David Miliband after it silenced 37 sex abuse, fraud and bribery allegations, it has been claimed.

The International Rescue Committee, which is headed by the former Labour foreign secretary, was given millions in taxpayers’ cash before the allegations were made.

A team from the IRC was sent to probe claims of wrongdoing in the Democratic Republic of Congo. [Readers should know that refugees from the DR Congo are among the top numbers arriving in the US right now.—-ed]

This is the first time I learned that the IRC, besides getting nearly a half a billion US dollars in less than five years from US taxpayers, is also feeding off UK taxpayers.

Yet a leaked report from the Department of International Development (Dfid) shows the funding to the charity was cut after ‘direct reporting of sexual harassment and fraud’.

A Dfid spokesman told The Sun: ‘DFID became aware of serious allegations relating to this programme in August 2016.

‘The Department acted swiftly to ensure the reported misconduct was fully and comprehensively addressed by the IRC and relevant authorities.’

Mr Miliband left politics and joined the IRC in 2013 shortly after losing the Labour leadership election to his brother Ed [Ed’s nickname is ‘Red Ed’—ed]. He remains in the post today.

He is mentioned by name in the report, although there is no suggestion he is involved in any alleged wrongdoing.

Vermont machete attacker was the son of a Somali refugee (chain migration!)

That is what the Daily Caller has learned from the Dept. of Homeland Security, but I still have questions.

But, first, in every community where a person commits a crime, all of you should be demanding that your local authorities and local media answer this question:   

What is the immigration status of the alleged perp? 

Citizens have a right to know if a violent “man” like this one is here legally or illegally, and, if legally, through which legal program he slipped in.  As I enter my 11th year of writing about the refugee program, it is getting better and we are learning when the alleged criminal is a refugee, but it still is mostly a guessing game.

Here are a few snips about what reporters at the Daily Caller have learned about Abukar Ibrahim:

A man accused of violently assaulting an elderly volunteer worker with a machete outside a homeless shelter in Vermont earlier this month is the son of a Somali refugee, the Department of Homeland Security told The Daily Caller News Foundation.

Abukar Ibrahim, a 32-year-old immigrant, assaulted 73-year-old Meals on Wheels volunteer Johanne LaGrange with a machete outside Harbor Place in Burlington, Vt., in early January after vandalizing vehicles and threatening other individuals nearby. Ibrahim “willfully, deliberately and with premeditation, and with intent to kill” assaulted his victim, Shelburne News reported, citing charges detailed in the court records.

He then barricaded himself in a room for hours, reportedly threatening to slit the throats of the responding police officers. Ibrahim, who ultimately surrendered to authorities, has pleaded not guilty to the charge of attempted first-degree murder, which carries a life sentence. A local court judge has ordered that Ibrahim’s sanity be evaluated.

The violent incident in Vermont was widely reported by many different media outlets, but the attacker’s country of origin and immigration status were not included in the initial reports. Working with DHS, TheDCNF was able to obtain this information.

“DHS can confirm that Abukar Ibrahim is a foreign-born naturalized United States citizen who initially entered the United States as the derivative child of a Somali refugee,” a DHS spokesperson told TheDCNF….

The DHS spokesperson goes on to say this is why we need better screening. Mental health screening too we presume!

And, inquiring minds want to know if he shouted Allahu Akbar when he was shouting at police during the stand-off.

Here are my additional questions and comments:

If he came as a “derivative” child then he would have been under 21 (and has been here a minimum of 11 years), so tell me why he still needs a costly court interpreter which we learned in previous reports?

US State Department (2008) closes all family reunification for Somalis!

But more importantly, I want to know if he was among the 20,000-30,000 ‘family reunification’ Somalis who got in to the US when they lied on admission applications for this form of chain migration.

Longtime readers may remember that stunningly in 2008, the US State Department shut down all family reunification for Somalis when they did some random DNA testing and found that literally tens of thousands of Somalis, both here and abroad were lying about their family connections.  The program was subsequently closed for years.

And, I remember very well hearing from an anonymous State Department employee who told me how stunned they were to find the fraud so widespread.

Here is one of many reports at RRW about the family reunification fraud involving Somalis. The program was closed for 4 years and reopened with DNA testing.  In 2010 the Open Borders Left opposed DNA testing.

As far as I know, none of the tens of thousands of liars were rounded up and removed when the fraud was discovered.

Makes me wonder:  Where is the ‘Dad’ or ‘Mom’ who helped the machete attacker get in? Maybe a little DNA testing is now in order!

After all, last November we learned that the Dept. of Justice was planning to deport some other Somali liars, see here.  More cases to follow???

Denver Post: donors thought they were helping refugees in the Middle East

A non-profit group called Humanwire based in Boulder, Colorado was allegedly the piggybank for the group’s founder—Andrew Baron.

How many more ‘non-profits’ have been set up to take advantage of gullible donors responding to the refugee ‘crisis’ around the world?

Here is the story from The Denver Post:

Boulder police on Thursday arrested Andrew Baron on felony charges of charity fraud and theft in excess of $100,000 from Humanwire, a nonprofit he said he established to help Syrian refugees.

The arrest follows an investigative report in The Denver Post on the practices of the Boulder-based charity, which managed refugee campaigns in Greece, Turkey and Lebanon.

Humanwire advertises on its website that pledges from donors go directly to needy refugees with “0 percent” going to operating costs. It offers itself up on its website as a one-to-one connection between donors and volunteers, promising to remove the “charity from the middle.”

But The Post revealed in September that amid delays in promised aid for refugees, the nonprofit’s bank records showed a steady stream of withdrawals from Humanwire’s accounts by Baron. Amid those withdrawals, more than 100 refugees who had been promised aid from Humanwire faced evictions and other deprivations, according to interviews with former Humanwire volunteers, workers and donors.

“Between October 2015 to present, Andrew Baron’s bank accounts have received all the donations for the Humanwire campaigns,” states an affidavit filed Thursday by Boulder Police Detective Traci Cravitz. “Despite stating that 100 percent of these donations would go to the intended families, at least $130,000 was used by Baron for his own personal expenses.”

New GAO study on refugee screening and fraud risks

No time to read it, but thought you should know this new General Accountability Office (GAO) study came out yesterday in Washington.  Let me know if you see anything useful!

My experience with past GAO studies on the US Refugee Admissions Program (USRAP) is that, other than media like RRW which could use their findings to confirm a point we have made, they result in not much change in the actual operation of the the program.

Maybe I will be surprised this time.

For refugee program, we need something more than Inspector General Hotlines!

From time to time I hear from people who have some waste, fraud, or abuse they want to report involving the UN/US Refugee Admissions Program (RAP).

You do know that both the US State Department and the Dept. of Health and Human Services, which oversees the Office of Refugee Resettlement, have Inspector General Offices.

Those offices have hotlines where you can report something you think is illegal/wasteful or flat out a fraud.  I am told by people in government that those OIGs are decent watchdogs and shouldn’t be feared.

But, we need something more!

Someone (maybe the new Trump Administration) could create a hotline that would address many other concerns, for reporting things like the following:

~For reports of waste, fraud or abuse of taxpayer dollars relating to the RAP witnessed in local communities when it is not clear if it is federal or state/local funds being potentially misused.

~For whistleblowers who work, or have worked, for a resettlement agency (public or private) and have witnessed something that they feel must be reported, but fear for their jobs.

~For unhappy refugees who might want to go home.

Just a thought!

In the meantime, if you have unearthed something potentially fraudulent as you investigate your local refugee program, try the following Inspector General Office hotlines:

US Dept. of State is here (the DOS does the initial work of hiring the contractors and distributing the refugees).

And, HHS fraud hotline, is here (the Office of Refugee Resettlement distributes millions in grants to non-profits which pay for much of their office/staff etc.).

Endnote:  I had to make a new tag, I had all sorts of frauds (food stamps, immigration etc), but needed a general ‘fraud’ tag.

Wisconsin Refugee Agency may have scammed taxpayers big time!

Call home Paul Ryan!  This outrageous “savings” program is one of many, you as Speaker of the House, need to investigate!

Speaker Paul Ryan has shown zero interest in reforming the Refugee Act of 1980. I wonder could we suggest Janesville (his home town) as one of the many new resettlement sites in America!

I’m guessing this is not an isolated case.

For new readers, Speaker Paul Ryan has not allowed any serious Refugee Act reform bills (he allowed one sham bill because he knew the Senate wouldn’t pass it anyway) to move forward in the House during his tenure as speaker and for that matter neither has Senate Majority Leader Mitch McConnell.

These so-called ‘Individual Development Accounts’ are an abomination and potentially rife with fraud. When taxpayers learn about them (we have mentioned them on many occasions) they are shocked.

The federal government actually gives grants to non-profit refugee agencies to administer a program which allows refugees to get matching funds when they save money for four things (Education, business, home or car).

How would you like to get such a deal:

For every dollar a refugee saves, he/she is matched a dollar out of  the US Treasury (your pocket)!

But, again the program is managed by a resettlement contractor (with no accountability to the taxpayer) like this one in Milwaukee.  Financial audits/investigations of the contractors are rare.

From the Milwaukee Journal-Sentinel  (hat tip: Joanne):

A Milwaukee nonprofit that offers after-school programs for refugee children and other assistance for refugees is under investigation for alleged misuse of federal funds.

The Pan-African Community Association gave money to at least 32 people who were not eligible to receive funds, investigators with the federal Office of Refugee Resettlement have found, according to records obtained by the Milwaukee Journal Sentinel under the Freedom of Information Act.

The Ethiopian Community Development Council is one of nine federally funded refugee contractors that could not exist without your tax dollars. Go to this link to see if they have an office near you: http://www.ecdcus.org/Where_We_Work/affiliates.html

In addition, the organization violated terms of federal grants by spending more than 35% of its annual budget on administrative costs and paying individuals in the form of money orders, rather than paying vendors directly for items purchased, the reports state.

The association received more than $440,000 in federal funds from 2012 to 2015 to help refugees from Africa and around the world buy cars and houses and to open businesses in Milwaukee. Using Individual Development Accounts, the program was designed to offer matching grants to refugees who, for example, saved at least $2,000 of their own money to go toward the purchase of a car or $4,000 toward a house.

The Pan-African Community Association is contracted through the “preferred communities program,” with the Ethiopian Community Development Council. The council, in turn, is one of about 10 [nine actually—ed] national organizations — mostly faith-based — that the federal government contracts with to provide services to refugees.

I haven’t written about “preferred communities” since here in 2014. But, you might have a look and see if your city is one of them. They don’t change often.

Call Congress!

Time to listen to ‘Mom for Trump’ (I am not going to quit trying to persuade you that right now there is only one place to put pressure to slow the flow of third worlders to your towns—Congress!):

Ann, could you tell all your readers on a daily basis to call our useless Congress @ 202 224 3121 and have them say DEFUND REFUGEE RESETTLEMENT PROGRAM. I call daily and if enough of us do so, we can make a difference.

If you have problems getting a live person on the phone when you call Washington (like I did when I called my Congressman John Delaney (D-MD) the other day), then find out the locations and phone numbers of their district and state offices and call those.  When you have someone on the phone on Tuesday (they surely won’t be there on Monday), in addition to telling them to defund the program, find out where your member or Senator will be in the coming weeks and be there!  Ask (in person, in front of an audience) if he or she will Defund the Refugee Resettlement Program when they get back to DC after the election.

DNA testing required in wake of widespread Somali family reunification fraud

In an otherwise whining piece about how the feds are too slow to admit family members of refugees, at least this Frontline ‘news’ story admits that thousands of Somalis entered the US fraudulently resulting in a 4-year closure (in 2008) of the so-called P-3 family reunification program of the US State Department.

You should read the whole long article, but here (below) is the segment on Somali fraud (btw, none of those who got in here by lying were ever deported).

For our thousands of new readers:  We covered the discovery and aftermath extensively, here.  The fraud was originally reported at the Wall Street Journal in August of 2008.

The nine major federal resettlement contractors fought tooth and nail to keep the State Department from requiring DNA testing.

Frontline on DNA testing:

Even if those restrictions are loosened, refugees applying for family reunification will face another hurdle to clear: DNA testing.

The inspiration for this requirement was born in East Africa, where more than 1 million Somalians have been displaced from their country by civil war and famine. In the mid-2000s, the U.S. was providing refuge to about 10,000 Somalians a year*** — many of whom went on to apply to the family reunification program to bring over relatives.

Immigration officials suspected that some were inventing “ghost children,” and filling out applications for children not related to them. There had even been some reports of brokers who sold the ghost children’s slots for profit, according to a U.S. Department of State official who spoke to FRONTLINE but asked not to be named.

So in early 2008, the State Department launched a pilot program to determine the extent of fraud by testing relationships using DNA.

In the initial pilot of 476 applicants in Nairobi, Kenya, only 16 percent were genetically related to every person they said was in their family. Another 39 percent tested false for at least one family member. In the remaining 45 percent of cases, applicants either refused to participate or didn’t show up for the test.

Officials interpreted these results as proof of widespread fraud. The P-3 program was suspended, and did not reopen for more than four years.

This stunned refugees around the world, many of whom had spent years waiting for P-3 applications to be approved. Most were told to apply for an alternate visa, but it was even more restrictive than P-3 and soon had a multi-year waiting list.

*** We admitted 8,858 this past fiscal year, (9,000 the year before that!):

As the UNHCR is sending Somalis back to Somalia from its Kenyan camps we admitted 8,858 Somalis to the US in FY2015, here (many from the Kenyan camps!).  Somalis are the third largest ethnic group admitted to the US this past year.

Illegal alien advocacy group alerts non-citizens to states where they can vote without ID

And, there are twenty, twenty! states including my Maryland that allow voters to show up (and vote!) at a polling place without any identification.

It is not just the illegals….

Remember also, we are not talking only about someone who recently sneaked across the border, but millions of legal immigrants who are here as refugees, temporary refugees in the Temporary Protected Status program (includes hundreds of thousands from Central America), the ‘Dreamers,’ and all sorts of others with permanent resident status who have not yet acquired citizenship.  All are able to vote.

As a matter of fact, even in those states that do require ID, those LEGAL immigrants (non-citizens) with drivers licenses may well be voting too!

Here is the story at the Daily Caller:

The pro-amnesty Hispanic activist organization the National Council of La Raza helpfully promoted a Washington Post article explaining which states people can vote in without having to use a photo ID.

“Voter ID laws are at-issue across the country, with newly Republican-controlled legislatures having passed them in numerous states after the 2010 election,” explained The Washington Post’s Aaron Blake. “Most states still request some form of ID, but don’t require it. Another 20 states don’t require identification. In case you’re wondering where your state is at in all of this, a helpful (sic) graphic from the Post’s graphics team.”

So who ended up using the Post’s helpful graphic? The country’s foremost pro-amnesty Hispanic immigrant organization.
